Understand why the removal of previous Apple ID is necessary
Once an iPad is registered with an Apple ID, this iPad is linked to the Apple ID. Even if resetting the iPad, the Apple ID record and the connection might still exist.
The previous owners might have forgotten to remove the Apple ID and it would cause disturbance while the new owners want to log in their ID on this iPad. Because the password is needed. Steps to remove Apple ID from a used iPad without password

Steps for the former user to remove Apple ID
Sign in to iCloud.com with his/her Apple ID.
Go to Find My iPhone > All Devices > icon of the iPad > Erase [device] > Remove from Account. In this way, the Apple ID will be erased and Find My iPad will be disabled, and you could reset this iPad once again.
